EXECUTIVE SUMMARY

The Distribution Sector Recovery Program (DISREP) is a strategic initiative by the Federal Government of Nigeria, supported by a $500 million World Bank loan, aimed at improving the financial and technical performance of Nigeria’s electricity distribution companies (DisCos).

Objectives of DISREP

  • Close the metering gap by deploying 3.2 million smart meters.
  • Reduce Aggregate Technical, Commercial, and Collection (ATC&C) losses.
  • Improve billing accuracy and eliminate estimated billing.
  • Enhance transparency and accountability in the electricity sector.
  • Support DisCos’ Performance Improvement Plans (PIPs) approved by NERC.

 

Key Components

  1. Meter Installation: Deployment of 3.2 million smart meters across Nigeria.
  2. Phased Rollout:
    • 1.2 million meters by December 2024.
    • 1.3 million meters by Q2 2025.
  3. Certification: All meters are tested and certified by NEMSA to ensure quality.
  4. Data Aggregation Platform (DAP): For centralized meter data management.
  5. Local Content Promotion: At least 250,000 meters to be procured from local manufacturers.

 

Current Implementation Stage

  • Procurement Phase: 1.3 million meters have been procured.
  • Deployment Phase: First batch expected by December 2024, with full rollout continuing into 2025.
  • Technical Committee Inaugurated: May 2024.
  • Program Operational: Effective from January 31, 2023.

 

Future Plans

  • Expand metering coverage beyond the initial 3.2 million meters.
  • Annual distribution of 2 million meters starting from 2025, aiming to close the 7 million meter gap.
  • Strengthen DisCos’ infrastructure and service delivery.
  • Promote domestic manufacturing and job creation in the energy sector.
  • Implement structured repayment plans to ensure financial sustainability.
