          1.0 Background and Objectives
          The Federal Government of Nigeria (FGN) through the National Council on Privatisation (NCP) and its Secretariat, Bureau of Public Enterprises (BPE) in conjunction with the Federal Ministry of Power (FMOP), invites interested investors to express interest by submitting their Request for Qualification (RfQ) for the concession of the Zungeru Hydroelectric Power Plant (ZHPP). The strategic objective of the 700MW Zungeru Hydroelectric Power Plant at Zungeru, Niger State, is the need for increased electricity generation from diverse sources, particularly, from the hydroelectric potentials replete in Niger State. This is with an overall objective to procure a concessionaire with the Technical and Financial capabilities to operate, maintain and manage the Zungeru Hydroelectric Power Plant through professional and efficient management practices for a minimum of thirty (30) years.
          2.0 Overview of the 700MW Zungeru Hydroelectric Power Plant (ZHPP)
          The 700MW Zungeru Hydroelectric Power Plant (ZHPP) is located on the Kaduna River 8KM upstream of the confluence of the Gumma River in Zungeru Town of Niger State. It lies within the coordinates of 09°54’18.0″N, 06°17’32.0″E. This is approximately 17KM northwest of Zungeru, 22KM southeast of Tegina, 43KM northwest of Minna and 77KM downstream of Shiroro Hydroelectric Power Plant. The project location has an area of 39,950km2, with approximately 150KM at crow flight Northwest of Abuja, the Nigeria's Federal Capital Territory. When completed, as expected, Zungeru Hydroelectric Power Plant will be the second-largest hydroelectric power station in the country, behind the 760 megawatts (1,020,000 hp) Kainji Hydroelectric Power Plant.

          The Zungeru Hydroelectric Power Plant has an installed capacity of 700MW, driven by the use of renewable resources off the Kaduna River. The Zungeru Hydroelectric Power Plant comprises;

          • Reservoir at elevation of 230m,
          • A concrete faced rock fill dam with a maximum height of approximately 113m,
            • A concrete spillway equipped with four radial gates designed to pass Probable Maximum Flood (PMF)
          • A power located on the left bank dam toe containing four 175MW turbine/generating units for a total rated output of 700MW.

          3.0 Request for Qualification (RFQ)
          The FGN/BPE is desirous of procuring a suitably qualified and competent concessionaire to operate, manage and maintain the Hydroelectric Power Plant for a concession period of 30 years.

          Interested firms and/or consortium of firms may submit their Qualification Statements in response to this RFQ, wherein firms and/or Consortia will be shortlisted for issuance of a detailed Request for Proposal (RFP). Details of the project, Application submission process and requirements have been set out in the Request for Qualification (RFQ).

          Subsequently, the RFQ requirements will also be available on the online portal for all interested parties to participate in the qualification process.

          4.0 Eligibility Criteria and Method of Application
          Qualification of interested parties will be based on the following:

          • Pre-Eligibility
            1. Evidence of Company Registration with Corporate Affairs Commission (CAC) or its equivalent for foreign firms;
            2. In the case of a consortium, evidence in the form of an agreement (joint venture agreement and/or Memorandum of Understanding/Memorandum of Agreement)
          • Power of Attorney/Board Resolution, in case of a consortium, identifying the lead member of the consortium authorized to submit the RFQ and binding on all the members of the
          1. Evidence of Generation licence in Nigeria or any other country of
          2. Audited Financial Statements prepared in accordance with the International Financial Reporting Standards (IFRS) of the bidding company or members of consortium for the last three (3) years (2019, 2020 & 2021).
          3. Tax Clearance Certificates for the last three (3) years (2019, 2020 & 2021).
          • Sworn affidavit disclosing whether or not any officer of the relevant committees of the FGN/Grantor or the ICRC is a former or present Director, shareholder or has any pecuniary interest in the bidder, that the company is not bankrupt, in receivership or under liquidation or involved in any litigation which can potentially affect the company's ability to effectively discharge their responsibility if engaged and to confirm that all information presented in its bid are true and correct in all particulars.

          5.0 Submission of RfQs:
          An original copy and five (5) other copies of Request for Qualification and one digital copy in PDF format stored on a readable digital media preferably flash drive (no CDs or DVDs) shall be delivered in a sealed envelope clearly marked 'Request for Qualification for the Concession of the 700MW Zungeru Hydroelectric Power Plant (ZHPP)' and delivered to the address below not later than 2:00 PM on 24th November 2022.

          The name of the prospective bidder must be stated on the envelope. The documents should be submitted in a sealed envelope and clearly marked with Request for Qualification for the Concession of Zungeru Hydroelectric Power Plant (ZHPP) and addressed to the address below.

          6.0 Upon receipt of Request for Qualification from prospective concessionaires, the Bureau shall evaluate and pre-qualify the applicants. ONLY PRE-QUALIFIED APPLICANTS WILL BE CONTACTED.
          7.0 Thereafter, pre-qualified firms will be issued a Request for Proposal (RFP) and other bidding documents upon the payment of a non- refundable fee of N5,000,000 in bank draft (or bank transfer with evidence submitted thereafter) payable to the Bureau of Public Enterprises.
          8.0 IMPORTANT NOTICE
          Interested international parties are encouraged to partner with local firms in compliance with the requirements of the Federal Government of Nigeria local content development policy.
