The Anti-Corruption and Transparency Unit (ACTU) is an operational Unit of the ICPC in MDAs established by Section 3(1) of the Corrupt Practices and Other Related Offences Act 2000, vide circular Ref: No. OHCSF/MSO/192/94 dated 2nd October, 2001 and another circular Ref.No. OE/MS/MSO/196/S1/7 dated 16th April, 2003 respectively.

In line with the Act, BPE ACTU operates as a Unit under the Director General’s Office. The purpose of the ACTU in the Bureau is to ensure compliance with due process and prevent corrupt practices through pro-active engagement of staff. It assists Management in its general oversight functions by constantly keeping an eye on the compliance status and other anti-corruption laws, policies and guidelines within the system through consistent reviews and updates of those principles that hold staff accountable to their responsibilities and actions.

The Unit is made up of two (2) Sub-Units, namely:

  1. Anti-Corruption & Transparency
  2. SERVICOM

The Unit performs the following key functions:

  • Monitor transactions to ensure that approved processes are transparently followed by Departments and Units, Bidders, Consultants and Advisers in line with established Transaction Procedures.
  • Ensure that all procurement of goods and services follow the due process in line with the BPP Act 2007.
  • Ensure proactive disclosure, timely response to all FOI requests and the level of disclosure details through regular update of the BPE website in line with the FOI Act of 2011.
  • Ensure that staff declare their assets as at when due in line with the Code of Conduct Bureau and Tribunal Act 2004.
  • Monitor Annual Rewards and Sanctions in the Bureau to ensure that transparency and equity is duly followed to rewarding/sanctioning merited staff.
  • Ensure that all BPE service windows (Reception, Toilets, Canteen, Security post etc.) are properly cleaned and functional.
  • Ensure good service delivery to all stakeholders.
