The Unit is responsible for the management of all legal matters involving the National Council on Privatisation (NCP) and the Bureau in the implementation of the privatisation programme in Nigeria. It also provides legal support to all departments/units in addition to the management of all matters relating to the NCP and its standing committees:

  • Technical Committee (TC)
  • Legal Committee (LC)
  • The Management Committee (MC) of the BPE

The Unit equally coordinate the activities of the Steering and Ad-hoc Committees of the NCP and it is also responsible for safeguarding the legal and governance integrity pertaining to BPE transactions and providing legal counsel but also for supporting the organization’s decision-making processes through its secretariat function.

The Unit is made up of four (4) Sub-Units, namely:

  1. Council Secretariat
  2. Legal Review & Regulatory Matters
  3. Contracts Drafting & Review
  4. Dispute Resolution

Its core responsibilities include:

  • Conduct research and provide legal opinion on issues relating to the activities of NCP/BPE.
  • Draft, negotiate and supervise agreements for all transactions.
  • Analyse cases, manage litigation/arbitration and recommend legal counsel to represent the Bureau.
  • Provide secretarial services to the National Council on Privatisation (NCP), its Standing Committees and the Bureau.
  • Generate and prepare relevant documents as may be required by the Bureau.
  • Preserve legal documents and records of NCP, TC, LC, and MC meetings.
  • Interface with relevant stakeholders on policy and regulatory matters.
  • Review and facilitate the passage of reform bills.
