The Bureau’s Public Private Partnership (PPP) programme is based on the Association of Project Managers Group (APMG) (full) PPP Guide. The Guide is the body of knowledge detailing all relevant aspects of creating and implementing efficient, sustainable PPPs. It is intended for use by PPP professionals, governments, advisors, investors, and others with an interest in PPPs. It should be noted that the Bureau has adopted these five stages as provided by the APMG Guide to develop the work plan and structure PPP transactions. Projects are usually identified by MDAs or through Unsolicited Proposals (USPs) by Proponents.

The Department is made up of three (3) core Units, namely:

  1. Economic Infrastructure Unit
  2. Social Infrastructure Unit
  3. PPP Resource & Sub-National Support Unit

The Department performs the following functions:

  • Ensure successful implementation of BPE’s mandate as provided in the Act in relation to all transactions within the Infrastructure and PPP Department.
  • Obtain necessary Council approvals for transactions, interface with key stakeholders in Ministries, Agencies and Departments where needed.
  • Evaluation of strategic opportunities with related assets/transactions.
  • Provide direction and advice for transaction implementation.
  • Ensure engagement with external stakeholders in relation to transactions.
  • Collaborate with S&T for bilateral and multilateral support from donor agencies.
