INVITATION FOR SUBMISSION OF REQUEST FOR QUALIFICATION (RFQ) AND REQUEST FOR PROPOSAL (RFP) FOR THE CONCESSION OF OYAN HYDRO POWER PLANT (OHPP)

1.      Background and Objectives

The Federal Government of Nigeria (FGN) through the National Council on Privatisation (NCP) and its Secretariat, Bureau of Public Enterprises (BPE) in collaboration with the Federal Ministries of Power (FMOP) and Water Resources (FMWR), invites interested investors to express interest in an Unsolicited Proposal (USP) which will be subjected to a Swiss Challenge (in line with ICRC guidelines on USP), by submitting their Request for Qualification (RfQ) and Request for Proposal (RfP) for the concession of the Oyan Hydro Power Plant (OHPP). 

The strategic objective of OHPP at Abeokuta North, Ogun State, is driven by the need for increased electricity generation from diverse sources. This is with an overall objective to procure a concessionaire with the Technical and Financial capabilities to operate, maintain and manage the OHPP through professional and efficient management practices for a minimum of Thirty (30) Years. 

2.      Overview of the Oyan Hydro Power Plant (OHPP)

Oyan dam was commissioned on 29th March 1983 by President Shehu Shagari and is operated by the Ogun-Osun River Basin Development Authority. The Oyan River Dam is in Abeokuta North local government area of Ogun State in the South-West of Nigeria. It is situated about 20 km North-west of the state capital, Abeokuta. 

The dam crosses the Oyan River, a tributary of the Ogun River. The lake covers 4,000 hectares and has a catchment area of 9,000 km2. The dam has a crest length of 1044m, height of 30.4m and gross storage capacity of 270 million m3. It was designed to supply raw water to Lagos and Abeokuta, as well as support the 3,000-hectare Lower Ogun Irrigation Project. 

Oyan dam provides Hydro power evacuation plant, construction of dams in irrigation design, supply, testing and commissioning of sub-station project, among others. In 2010, the Federal Government budgeted N43 million for the construction of the gravity irrigation scheme at the dam and N11 million for dam operations.  The dam was intended to support 3,000 hectares in the first phase. However, the land had been lying fallow. Oyan has a hydro power component with an installed capacity to generate 9MW of electricity.  

3.      Request for Qualification (RFQ) and Request for Proposal (RFP)

The FGN/BPE is desirous of procuring a suitably qualified and competent concessionaire to rehabilitate, build, finance, operate, maintain, and transfer the Hydro Power Plant for the concession period of Thirty (30) Years. 

Interested firms and/or consortium of firms may submit their Qualification Statements in response to this RFQ, along with their Technical and Financial Proposals in response to the RFP which will be issued upon indication of interest by any Firm and/or Consortia. 

Firms and/or Consortia will be shortlisted based on their qualifications, technical skills, and financial offers. Details of 

the project, Application submission process and requirements have been set out in the Request for Qualification (RFQ). 

Subsequently, the RFQ requirements will be available in the online portal for all interested parties to participate in the qualification process. 

4.      Method of Application:

 Prospective Bidders should download the Request for Qualification and Request for Proposal from the BPE Website (insert hyper link to the location of the RfQ Instructions and Criteria document).  Bidders are advised to carefully review the RfQ Instructions and Criteria and prepare and make submission. 

5.      Submission of RfQs and Response to RfPs:

An original and six (6) other copies of responses to Request for Qualification and Request for Proposal, and one digital copy of each in PDF format stored on a readable digital media (no CDs or DVDs) shall be delivered in a sealed envelope clearly marked “Request for Qualification and Request for Proposal for the Concession of the Oyan Hydro Power Plant (OHPP)” and delivered to the address below not later than 12.00 p.m. on Tuesday 23rd April 2024. 

The name of the prospective bidder must be stated on the envelope. The documents should be submitted in a sealed   envelope and clearly marked with Request for Qualification for the Concession of Oyan Hydro Power Plant (OHPP) and addressed to the address below.

6.      Upon receipt of Request for Qualification and responses to Request for Proposal from prospective concessionaires, the Bureau shall evaluate and pre-qualify the applicants. ONLY PRE-QUALIFIED FIRMS WILL BE CONTACTED.

7.      All pre-qualified firms who will be issued a Request for Proposal (RFP) and other bidding documents will be expected to make payment of a non-refundable fee of N7,500,000,00 in bank draft payable to the Bureau of Public Enterprises.
