Halima Lalemi Halilu is a seasoned legal professional with over three decades of extensive experience in public enterprise management, legal advisory services, privatisation strategy, public sector governance, and regulatory compliance. She currently serves as the Director of Finance and General Services at the Bureau, where she provides necessary support to transaction departments. She holds a Bachelor of Law (BL) from the Nigerian Law School and an LLB from Ahmadu Bello University, Zaria. Many international certifications in public-private partnerships, dispute resolution, and leadership from institutions in the UK, US, China, and South Africa complement her academic credentials

She previously served as Director of Post-Transaction Management and Head of Legal Services and Council Secretariat for the Bureau, where she actively participated in several reform and privatisation projects. Furthermore, Halima has experience as the Manager of Legal Services at the Nigerian Agricultural Co-operative and Rural Development Bank Limited, where she oversaw legal documentation for substantial loan approvals and liaised with external solicitors.

Halima is adept at investigating allegations of fraud and corruption within privatisation processes and has developed procedures aimed at enhancing transparency and accountability. She actively collaborated with governmental and non-governmental organisations to combat corruption and promote ethical practices in public enterprises
