BUREAU OF PUBLIC ENTERPRISES 2026 BUDGET

A.  INTRODUCTION

The Bureau of Public Enterprises (BPE or the Bureau) is the Secretariat of the National Council on Privatisation (NCP) and is charged with implementing one of the largest reform programmes in Africa, comprising the privatisation and commercialisation of over two hundred (200) state-owned enterprises, as well as broad-based economic sector reforms. The Bureau hereby invites qualified, experienced, competent, and reputable consultants to submit EOIs for the under-listed services in its 2026 budget:

B.  ELIGIBILITY REQUIREMENTS

Interested firms should submit two (2) bound EoI documents duly signed, paginated, with sections separated by dividers, and arranged in the order outlined hereunder:

  • Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC), including Forms CAC2 and CAC7; or Certificate of Registration with CAC.
  • Evidence of Company/Firm’s Tax Clearance Certificate for the last three (3) years (2023, 2024, and 2025), valid till 31st December 2026.
  • Copy of current Pension Compliance Certificate valid till 31st December 2026.
  • Copy of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December 2026.
  • Copy of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December 2026.
  • Evidence of registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of an Interim Registration Report (IRR) expiring by 31st December 2026, or a valid certificate issued by the Bureau of Public Procurement (BPP).
  • Affidavit disclosing whether any officer of the relevant Committees of BPE or BPP is a former or present director, shareholder, or has any pecuniary interest in the bidder.
  • Confirm that all information presented in the bid is true and correct.
  • Company’s audited accounts for the last three (3) years (2023, 2024, and 2025).
  • Evidence of financial capability to execute the project by submission of a reference letter from a reputable commercial bank.
  • Company Profile with Curriculum Vitae (CV) of key staff to be deployed for the project, including copies of academic/professional qualifications.
  • For Lot 1, the following certifications are mandatory:
    1. Certified Information Systems Security Professional (CISSP)
    2. Certified Information Systems Auditor (CISA)
    3. Certified Ethical Hacker (CEH)
    4. ISO 27001 Lead Auditor
    5. NDPR Implementation Certification from NITDA.
  • For Lot 3, the following requirements are mandatory
    1. ManageEngine Certification: the vendor must be an authorized ManageEngine partner or reseller with valid certification to supply and implement SIEM (Log360) and OpManager solutions.
    2. Proven Deployment Experience: At least three completed projects involving ManageEngine SIEM or OpManager within the last five years, preferably in organizations of similar size and complexity.
    3. Technical Expertise: Availability of certified engineers with expertise in SIEM, network monitoring, and IT infrastructure management. Staff should hold relevant certifications (e.g., CISSP, CEH, CCNA, MCSE).
    4. Integration Capability: Demonstrated ability to integrate ManageEngine solutions with Active Directory, firewalls, IDS/IPS, cloud services, and existing monitoring tools
  • For Joint Venture (JV)/Partnership, a Memorandum of Understanding (MoU) should be provided (all eligibility requirements are compulsory for each JV partner).
  • Evidence of Company’s registration with relevant Professional Body(ies);
  • Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years, including letters of Award and Job Completion Certificates.
  • All submissions must be transmitted with a covering/forwarding letter under the company/firm’s letterhead paper bearing amongst others, the CAC Registration Number (RC), contact address, telephone number (preferably mobile number), and e-mail address. The letterhead paper must bear the names and nationalities of the directors of the company at the bottom of the page, duly signed by an authorised officer of the firm.

C.  SUBMISSION OF EOI DOCUMENTS

Interested firms are to submit two (2) bound copies of the EoI documents, with sections separated by dividers and arranged as indicated above. The documents should be submitted in a sealed envelope and addressed to the Director-General, Bureau of Public Enterprises, 11, Osun Crescent, Off IBB Way, Maitama, Abuja, and clearly marked with the name of the project and the lot number.

Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and should be submitted to Room 023, Ground Floor, BPE, 11, Osun Crescent, Off IBB Way, Maitama, Abuja, not later than 12 noon on Thursday, 20th August 2026.

D.  OPENING OF EOI DOCUMENTS

The EoI documents will be opened immediately after the deadline for submission on Thursday, 20th August 2026 at 1:30 pm, in the General Conference Room, 2nd Floor, BPE, 11, Osun Crescent Off IBB Way, Maitama, Abuja, as the Bureau will not be held liable for misplaced or wrongly submitted bids. E.  GENERAL INFORMATION

  • EoI must be in the English Language and signed by an official authorised by the bidder.
  • EoI presented after the deadline for submission will not be collected.
  • Bidders shall not submit bids for more than two (2) Lots.
  • All costs incurred by bidders in response to this advert or enquiries shall be borne by the bidders.
  • All shortlisted bidders will be contacted at a later date for the collection of Request for Proposals (RfP).
  • Submissions may be subjected to verification from relevant authorities.
  • Fake documents and false declarations may be forwarded to the relevant prosecution authorities.
  • The Bureau is not bound to prequalify any bidder. It reserves the right to annul the bidding process at any time without incurring any liabilities or proffering any reasons for the annulment in accordance with Section 28 of the Public Procurement Act 2007.
